Foothill College in Los Altos, California and DeAnza College in California are two community colleges that provide higher education for international students. These colleges' commitment to provide education for international students has recently caused a controversial debate among the residents of California. Not all California residents are in agreement that community colleges should be building global partnerships. Some, including scholars and policy makers, are concerned community colleges are not doing enough to prepare local students, particularly low-income and minority students, to obtain an associate degree and/or transfer to four-year university. This article takes a closer look at this controversy. It also presents the counterarguments of the administrators of Foothill and DeAnza to the fierce reactions of California residents on their decision to serve international students.
