Monitoring Commission Response to the Annual Desegregation Review, 1987-88. Part I: Student Assignment Component.

This report summarizes the response of a monitoring commission to the 1987-88 evaluation of the implementation of the Student Assignment Plan (SAP), part of a court-mandated school desegregation plan in Chicago (Illinois). Under the SAP, the Board of Education was required to ensure that no school had more than a 70 percent white enrollment after October 1983, and that the school system would maintain a desegregation index of at least 2.0 (the total enrollment in integrated and desegregated schools must be at least twice the number of white students available for such schools). The following findings are presented: (1) no school had more than a 70 percent white enrollment and a desegregation index of 2.48 was achieved; (2) voluntary transfer techniques were used to desegregate those schools that were not desegregated; (3) reasonable efforts were made to prevent in-school segregation; (4) no information on efforts to alleviate overcrowding was reported; (5) financial reporting continued to improve; and (6) all amended management plans were appropriate, although some should be monitored carefully. Statistical data are presented in 12 tables. The Board of Education's response to the review is appended. (FMW)
