Adult basic education (ABE) in Hong Kong includes mostly basic Chinese, but also some arithmetic and English. The emphasis is on teaching learners life skills. Both government-run programs and partially government-subsidized programs run by voluntary agencies such as Caritas and the YMCA are common. A case study was made of the Caritas ABE Centre in Sau Mau Ping, Hong Kong, a low-income neighborhood with a high population density, during 1985-86. In the Caritas program, a Chinese primer compiled by the principal provides a curricular framework. In addition, each teacher uses supplementary materials, such as a subway map, newspaper clippings, and oral news. Writing is taught by having learners copy paragraphs written on the blackboard by teachers. Audiovisual equipment occasionally is used. The principal of the Sau Mau Ping Centre is the chief developer of the program. The major areas that need improvement are teaching materials and staff development, and funding is a continuing problem. Students are recruited through pamphlets, newspaper and radio advertisements, and personal contact. The program has been successful in enabling learners to become functionally literate, but it has far too few resources and little government support for its larger goal of eradicating illiteracy.
