Robert Katz's model of the effective administrator, based on essential technical, human, and conceptual skills, offers a useful framework for the administrator of a program in English as a second language (ESL). The technical, human, and conceptual skills specific to the ESL program environment are outlined and illustrated, and Katz's estimation of the relative importance of the several skill areas at different levels of administration and his technique of creating administrative teams are applied to the ESL program. Limitations on the development or enhancement of the skills in particular individuals in the ESL program context are examined, and it is suggested that Katz's model points to a need for greater emphasis on practical experience and training for administrative positions in this field.
