Governor's Task Force on Juvenile Corrections Alternatives. Recommendations for Oregon's Juvenile Justice System. Final Report.

This document presents the final report and recommendations of a task force created to study the feasibility of further reducing juvenile training school populations in Oregon. The first section contains an executive summary which briefly reviews the history of Oregon's juvenile justice system and lists findings and recommendations of the task force. The next section explains the scope of the task force's work and describes task force objectives and processes. The following section lists 10 principles identified by the task force. Findings and recommendations identified to achieve these principles are included in the next section under the headings of: (1) roles and responsibilities; (2) transition process; (3) detention; and (4) training school admission criteria. A proposed restructuring of Oregon's juvenile justice system schemata is included. The final section contains a minority report on training school admission criteria which presents an opposing view to the task force recommendations in that area. The appendices contain a budget note, glossary, summary of juvenile justice issues, current juvenile corrections services, the current juvenile justice schemata, training school commitment data from 1978 through 1984, and close custody populations data from 1978 through 1984.
