A procedure, which is based on the longitudinal Guttman simplex model, is introduced for the measurement of dynamic constructs in longitudinal panel studies. The consistency index for longitudinal Guttman scales and cumulative unitary development are described. An artificial data study illustrates the application of the procedure and its accuracy. (TJH)
