These proceedings present papers from a workshop for policymakers from member states of the United Nations Educational, Scientific and Cultural Organization (UNESCO) that focused on higher education in transitional economies. After a brief overview of the workshop and the participating countries, reports are presented on Cambodia, China, Kyrgyzstan, Lao PDR, Mongolia, Myanmar, the Russian Federation, and Viet Nam. The papers are preceded by a keynote speech, "Challenges and Strategies for Chinese Universities in the Transition from Planned Economy to Socialist Market Economy in the Information Age" (Min Weifang). Tilak); (5) "The Government's Policy and a College's Income Generation" (Yang Chunde, Zhang Jianshen, Wu Keqiang, and Liang Keyin); (6) "Analysis on the Source of Fund for Higher Education Institutions in the Socialist Market Economy" (Li Jine, Qian Mengyong, and Zhu Zhen); and (7) "Higher Education Reform in Economic Transition: The Case of Shenzen University" (Yang Yiyi and Liu Yi).
