Higher Education in Transition Economies in Asia. Proceedings of the First Workshop on Strategies and Policies in Higher Education Reform in Transition Economies in Asia (Xi'an, China, October 7-10, 1997).

These proceedings present papers from a workshop for policymakers from member states of the United Nations Educational, Scientific and Cultural Organization (UNESCO) that focused on higher education in transitional economies. After a brief overview of the workshop and the participating countries, reports are presented on Cambodia, China, Kyrgyzstan, Lao PDR, Mongolia, Myanmar, the Russian Federation, and Viet Nam. The papers are preceded by a keynote speech, "Challenges and Strategies for Chinese Universities in the Transition from Planned Economy to Socialist Market Economy in the Information Age" (Min Weifang). Titles of the seven paper presented are: (1) "The Operational Mechanism of Higher Education in the Western Market Economies and Its Use for Reference in Higher Education Reform in Transition towards Market Economies in Asia" (Wang Yibing); (2) "Some Features of Higher Education in the Market Economies: The Case of SEAMEO Member Countries" (Tong-In Wongsothorn); (3) "Market Economy and Higher Education Development: The Case of Malaysia" (Anuwar Ali); (4) "Changing Policies and Strategies in Higher Education in South Asia" (Jandhyala B.G. Tilak); (5) "The Government's Policy and a College's Income Generation" (Yang Chunde, Zhang Jianshen, Wu Keqiang, and Liang Keyin); (6) "Analysis on the Source of Fund for Higher Education Institutions in the Socialist Market Economy" (Li Jine, Qian Mengyong, and Zhu Zhen); and (7) "Higher Education Reform in Economic Transition: The Case of Shenzen University" (Yang Yiyi and Liu Yi). Two appendixes present a list of participants and a workshop schedule. (SM)
