A localized system for the evaluation of investment in vocational education in Ohio is described in this four part manual. Following an instruction introduction to the manual, part II provides a description of the analytical framework for this system. Vocational education is analyzed as an investment and an explanation of the criteria used in the evaluation is given. The steps used in the computerized system to calculate the evaluation measures are listed in part III. It also lists the data and source of data utilized in each step. Part IV consists of appendixes which contain operational and informational material. Appendix I describes how to feed the necessary information to obtain the desired evaluation of investment in the training of an individual, while Appendixes II, III, and IV describe subprograms for calculations relating to steps shown in Appendix I.
