The two volumes of this publication are designed to assist in the establishment of youth participation programs in communities, identify resources for youth workers, and focus on some of the areas of concern to youth. Emphasizing community and youth cooperation, the books identify resources that are geared to finding solutions to some of the many problems facing youth today. In addition, the books encourage the development of youth advisory boards and a communications system to share the practices and ideas. Sections of the books are designed to aid in the motivation of youth organizations, community, educational, and governmental units in establishing programs for youth. Volume I contains an organizational guide for a youth advisory board; a sample constitution and by-laws of a youth board; information about parliamentary procedure; samples of community resources; information about obtaining federal research grants; federal youth program contacts; child abuse resources; lists of government publications; and a list of drinking myths. Volume II presents information including the family education rights and privacy act; declaration of youth rights and responsibilities; youth services computer reporting system; law-related educational activities and materials; state planning agency directors; learning disabilities; and youth program resources.
