This paper, published by The Population Council, reviews 29 proposals dealing with population controls beyond the current efforts of national programs of voluntary family planning. The proposals are subsumed under eight descriptive categories which are: (1) Extensions of voluntary fertility control; (2) Establishment of involuntary fertility control; (3) Intensified educational campaigns; (4) Incentive programs; (5) Tax and welfare benefits and penalties; (6) Shifts in social and economic institutions; (7) Approaches via political channels and organizations; (8) Augmented research efforts. The following conclusions are presented: (1) There is no easy way to population control; (2) Family planning proposals compare favorably with other specific proposals; (3) Most of the proposed ideas are not new; (4) The proposals together are not generally approved by the proposers; (5) There appears to be a progression in national efforts to deal with the problem of population control; (6) A combination of various efforts will likely be the best answer to population control; (7) Proposals need to be specified for action and research; (8) Population pressures need to be made visible to the world decision makers.
