This manual describes a grant program sponsored by the Office of Juvenile Justice and Delinquency Prevention. The aim of the program is to support sound cost-effective projects which will help assure greater accountability on the part of convicted juveniles towards their victims and communities. This manual also includes two papers. One reviews current knowledge of restitution programs and their results in the juvenile justice system. The other presents a general discussion of legal issues involved in the implementation of a restitution program for juvenile offenders. (Author)
