Presents guidelines for the reform of education in Romania, a reform that is designed to bring Romanian education at all levels into line with western European practice. Romanian universities are moving from a policy of extensive development that was predominantly reparatory to a policy of scientific performance having an impact on society and knowledge. (SLD)
