This paper uses case studies to show that by (1) empowering civil society to monitor the environment through environmental education for primary and secondary students, (2) providing environmental awareness programs for the public, and (3) supporting efforts to improve the functional literacy of targeted groups, the effectiveness and sustainability of environmental projects can be improved. The five case studies were conducted in Colombia, Indonesia, Mexico, the Philippines, and Trinidad and Tobago. The report concludes with lessons learned from the case studies concerning development projects. (CCM)
