New Directions in New Haven: A Pathbreaking New Teacher Contract
von Zastrow, Claus
Education Digest: Essential Readings Condensed for Quick Review, v75 n8 p30-34 Apr 2010
Teachers in New Haven, Connecticut, recently ratified a contract that Education Secretary Arne Duncan praised as an "important progressive labor agreement" for its provisions on teacher evaluation and school reform. This article presents a conversation with David Cicarella, president of the New Haven Federation of Teachers, about the agreement. When asked about the most groundbreaking provisions in the new teacher contract in New Haven, Cicarella mentions three components that get the most attention: (1) teachers' willingness to discuss tenure; (2) their willingness to talk about including test scores as part of teacher evaluation; and (3) the contract's provision for closing and chartering schools.
