"Caught in the Continuum"

This article presents a critical review of Steve Taylor's Caught in the Continuum. Steve Taylor describes the flawed thinking associated with the "least restrictive environment" (LRE) principle and the related continuum model of human services that linked severity of disability with segregation, and required improvements in skills as a prerequisite for moving from congregation to integration. The article begins with an organize review of "Origins of the LRE Principles" since it provides one of the most thoughtful and thorough analyses of the status of educational and human services for people with disabilities and continues to be relevant in all current policy discussions. Furthermore, the author presents Steve Taylor's 10 principles that would support a shift from "continuum thinking" to community inclusion. The author then argues that lack of reference to self-advocacy, self-determination, general education, community inclusion, consumer-directed services, and universal design--reforms that have emerged in the last 15 years. However, many have recognize that Steve Taylor's 10 principles have contributed significantly to these reforms. Specifically, the principle of individual choice as an alternative to professional judgment is at the core of most current efforts to shift both financial and decision-making power and authority from professionals to consumers and their families.
