Formula Budgeting: An Approach to Facilities Funding.

Formula budgeting for college and university facilities maintenance is recommended because: (1) formulas inject objectivity into the budgeting process by using quantified data; (2) formulas tend to improve the equitability of treatment of comparable institutions; (3) formulas are intended to provide adequate but economical budgets; and (4) formulas are an efficient means of budgeting comparable units, permitting greater attention to be paid to noncomparable budget elements. This form of budgeting is proposed to address two parts of the maintenance issue: the maintenance deficit or backlog as well as an increase in annual maintenance budgets to eliminate further deficits. At the most basic level, the budget formula can provide a plan agreeable to both requestor and appropriator. A formula can be considered good if it is simple, flexible, sensitive to changing conditions, based on reasonable and adequate data, and does the job intended. Formulas or budget models used in Oklahoma, Texas, Florida, Washington State, Maryland, Colorado, Georgia, and California are profiled, including information on source documents, formula construction and elements, and policies and procedures.
