The author begins by examining the functions of the school and the basic principles governing the provision of education in the American democracy as a way of providing a framework for analyzing proposals for the reform of secondary education. He then examines proposals for reform. His major focus is on ten proposals made by agencies, organizations, or prominent national leaders that have been discussed and widely considered by educators as a basis for undertaking significant changes in the present system of schools. Included are writings by such individuals as James B. Conant and J. Lloyd Trump and by organizations and groups such as the National Commission on the Reform of Secondary Education and the California Commission for the Reform of Intermediate and Secondary Education. The author then lists the criticisms, deficiencies, and shortcomings that these proposals have mentioned and the significant changes offered. He then offers commentary on the issues raised and offers his proposals for the improvement of secondary education. (Author/IRT)
