The decision that led to the 1992 opening of the University of Connecticut's new public safety complex was excellent timing. Three years after the complex opened, complete with a state-of-the-art Public Safety Answering Point (PSAP), an emergency operations/training center and an indoor firing range, the quiet, nearly 4,000-acre UConn campus experienced an explosion of growth. In 1970, a police force with the authority to arrest criminal offenders was chartered by the state legislature to serve the university's main campus in Storrs as well as two of the University's fledgling regional campuses, in Hartford and Groton. Meanwhile, the main Department of Public Safety, in Storrs, continued to grow and improve over the years. Besides the unplanned events, the police provide protection at nearly 100 large-scale sanctioned events on campus annually, where proper planning and preparation is a crucial part of ensuring the safety of guests who visit the various venues. The UConn Police Department's Detective Division is responsible for planning protective operations when UConn hosts visiting dignitaries, which have included former Presidents William Clinton and George Bush, and former Soviet President Mikhail Gorbachev. In this article, the author describes the University of Connecticut's new public safety complex and how the UConn Police Department's Detective Division prepared for the 2008 IACLEA (International Assocation of Campus Law Enforcement) Conference.
