Various aspects of the role of the state in fostering creative art and cinematography are discussed in the two reports presented in this volume. In "The Role of the Market in the Relation Between the State and Cinematographic Creation" Jean Lescure emphasizes that this relationship should be viewed as one of complicity rather than assistance or management. Subtopics briefly discussed include the state's interest in creation, France's special place in the cinema, the need for animation as a form of cultural development, the Art Cinema Movement in the world, the importance of the cinema theatre, the artist as a minority figure, theatres as special places, and the internationalism of the art cinema market. In the second paper, "Aid and Production," Claude Degand reviews sources of aid and how it is awarded, focusing on the problems related to the fostering of art and creativity in the cinema, while at the same time ensuring commercial viability. Topics include who receives aid, procedures and amounts awarded, policy and treaty problems encountered by the Council of Europe and the European Economic Community, economic and commercial restraints, and cooperation and European structures. Appended tables provide statistics on sources of aid to cinema and film production, the market share of films from various countries, the number of films released, and characteristics and possible correlations among film industries in Europe and the American film industry.
