Based on findings derived from ethnographic interviews with the staff of the 130 Project sponsored by the Cherokee Nation of Oklahoma, clusters factors affecting the project into administrative considerations and concerns and counselor attitudes and behaviors. Provides recommendations for operating 130 Projects and serving Cherokee Nation members with disabilities based on analysis of culturally relevant information offered by the participants. (MKA)
