An Historical Analysis of Related Services Litigation for Handicapped Students.

This study gathered information on services related to special education that are provided to meet the needs of students with disabilities. The study utilized an historical and legal approach, through analysis of: related services litigation at the judicial and state education administrative level; policy interpretations by the State Policy and Administrative Review Branch of the Division of Assistance to States, Bureau of Education for the Handicapped; and Florida law and related services provisions. Following a literature review, the study reviews nine court decisions pertaining to related services. It also covers selected state-level administrative decisions in the areas of medical, school health, and supportive services; physical therapy services; occupational therapy services; and transportation services. To determine the present status of school health services for handicapped children in Florida, data were analyzed from the Florida State Department of Health and Rehabilitative Services and a statewide survey was conducted specifically in the areas of suctioning and catheterization. An appendix lists, by school district, the number of handicapped children and youth receiving related services in Florida. Includes 77 references. (JDD)
