Using a comparative case study method, community services programs at four community colleges in a multi-campus district in California were examined. The purpose of the study was to determine the relationships between three sets of organizational variables--organizational arrangements, program support, and planning procedures--and program activities. Organizational charts and job descriptions, district and college budgets, program activities and attendance, statements of goals and policies, planning activities, and other sources of information were examined in order to ascertain the extent to which the community services function was being met by the colleges studied. Analysis of the findings revealed that variations in the operation of organizational variables did explain some of the substantial differences in program emphases, types of activities, and frequencies of presentations observed in the various community services programs. Program resources, staffing patterns, intra-institutional relationships, and use of advisory committees were among the principal determiners of variations in community services programs. Several specific recommendations, by type of community service program, were made with the intent of improving the efficacy of such programs. (JDS)
