Today it can be said with full justification that there is a social mandate to educate the kind of individual who is well trained for the needs of the present day, who is moral, resourceful, and prepared to make decisions in any situation, who is capable of cooperation and intercultural interaction, and who possesses a sense of responsibility for the fate of the country. The system of education is called on to create the necessary conditions for shaping the personality of a new type, a citizen of Russian society, an individual who is in tune with the tendencies in the world information society and is competent in a changing reality. However, there has been a lack of a generally accepted conception of upbringing (i.e., moral and civic teaching and character building) in the secondary schools and higher education. The urgency of this problem is increasing in connection with the reforms being made in the system of education in Russia. One function of educational institutions is that of shaping value orientations and developing moral qualities that constitute the foundation of civic self-determination and self-realization. A large number of institutions of higher learning are engaged in efforts designed to revive the system of upbringing. Work is being done to organize a college environment that is patriotically oriented, college and university centers of upbringing and leisure-time activity are being created, and student self-directed activity along with patriotic work among students are being revived. Students are getting involved in the restoration of churches and monasteries; they are engaged in searching for the unknown burial places of fallen soldiers; and competitions, game shows, and festivals of a patriotic nature are being organized. However, all these efforts are on a voluntary basis and at the initiative of the administrations of particular higher educational institutions and secondary educational institutions. So far, no "unified upbringing space" has been created. The creation of such a space will require formulating a conception of the upbringing of the rising generations, a conception whose basic provisions and principles will have to be the same for all levels of education, in order to ensure the continuity of upbringing.
