This study documents each state's 1982-1983 policy and service achievements in early childhood special education (ECSE) along four dimensions: (1) legislation; (2) guidelines/regulations; (3) certification standards; and (4) interagency agreements. Recommendations for future directions are given based on the supportive social and political climate, available expertise, and identified trends. (BS)
