Higher Education and University Reform in Brazil.

Certain aspects of three stages of development of the Brazilian higher education system are analyzed. The first stage starts in 1931 with the enactment of the so-called "Statutes of the Brazilian Universities." The beginning of the second stage is marked by the 1961 Law of Guidelines and Fundamentals that intended to reform the entire educational system as well as to provide the basic guidelines for its decentralized growth. The third and current stage of development began with the University Reform of 1968, which attempted to re-structure the higher education system. The following aspects of the educational system are examined: changes in the overall structure of the system; changes concerning the internal structure of the institutions of higher education such as organization, curriculum, teaching staff, and student body; and patterns of financing and expansion of the system.
