Examines the emergence and fragmentation of the panethnic Local in Hawaiian interracial relations. It explores, within the fractious debate over affirmative action in the 1970s and 1980s, the underrepresented island minorities' challenging of the privileged Local elite that intensified inter-Asian-Pacific tensions and fragmented the panethnic Local in the process.
