This document presents the research proposal and supporting documents for a study to evaluate the process of developing a comprehensive dissemination capacity in State Education Agencies (SEAs) and to assess the impact of the capacity building activities in the states, addressing two questions: Is dissemination capacity being built and, if so, how? What is the effect, if any, of the State Capacity Building Program? The study would consist of two parts--a process study to document and analyze the development of the three main components of the program and to delineate factors which seem to affect the functioning of these components, and an impact study to assess the goals of increasing the number of practitioners who have convenient access to knowledge resources, increase the exchange of information between knowledge producers and knowledge users, and improve the generalized dissemination capacity within the states. Data would be collected through interviews and questionnaires with National Institute of Education (NIE) personnel, state project directors, heads of information resource centers and linkage agents, and SEA officials, as well as through longitudinal surveys of users. Secondary data would also be utilized. Evaluation questions would be examined at the project, SEA, and state levels.
