Guidelines for Future Policies to Complement the Regional Plan of Action for Latin America and the Caribbean for the International Youth Year. Note by the Secretariat.

The purpose of the report is to formulate a number of guidelines for policies designed to complement the Regional Plan of Action, adopted in 1983, which serves as the basis for a long-term strategy whose approach focusses on the connection between youth-related activities and the overall regional development picture. The Plan continues to be valid with respect to its identification of serious problems faced by Latin American youth and the policies applicable to resolving those problems; these aspects provide a basis upon which to plan future measures. The report emphasizes those factors which will have a particular impact on the execution of the strategy it sets forth. The guidelines represent an attempt to provide a better means of relating recommendations to immediate developmental problems and suggests priorities and activities to sustain a successful application of the Plan. The report's sections are entitled: "Challenges to be met in the pursuance of the goals and objectives of the regional strategy relating to youth"; "Bases for the orientation of future complementary policies relating to youth"; "Corollaries for the application of the Regional Plan of Action at a time of crisis"; and "Proposed measures complementary to the Plan of Action with regard to the crisis."
