Toward Academic Quality Off-Campus: Monitoring Requirements of Institutional Accrediting Bodies and the States for Off-Campus, Military Base, and Study Abroad Programs.

Results of a study of the monitoring requirements of off-campus programs are presented. Summaries are provided of the monitoring requirements for off-campus, military base, and study abroad programs of member institutions of the Council on Postsecondary Accreditation. After defining types of off-campus programs, a conceptual plan is presented for analyzing monitoring requirements with regard to location of instruction vis-a-vis location of parent institution. Four major categories of monitoring concerns were identified: authority and need for the program, academic aspects, administrative aspects, and ancillary or support aspects. Differences and similarities in monitoring requirements are considered among the different organizations and regions, between the accrediting groups and the states, and among the three types of programs. A separate chapter for each of the six regions includes an overview of the requirements for the region and the states within the region. Next, narratives on requirements of the accrediting bodies and each of the states within that region are presented. Requirements of the four national associations are also covered. Finally, the findings are analyzed and implications for the postsecondary community are addressed. (SW)
