Evaluation of the California Youth Authority Ward Grievance Procedure. Final Report.

This document presents the findings and recommendations of the evaluation of the California Department of the Youth Authority Ward Grievance Procedure (WGP), which is a four-tiered conflict resolution system for wards in California institutions and camps. The information contained in this report was obtained through site visits to five institutions and one camp; interviews with California Department of the Youth Authority officials, staff, and wards at the sites, parole agents and supervisors, and arbitration experts. Additional information came from a mail survey of parolees, review of institution and camp records, and secondary data analysis from the WGP management information system. Section 1 of the report discusses the background and study approach, the history of the WGP, evaluation objectives, the evaluation approach and data collection, and evaluation constraints. Section 2 presents the evaluation findings on 1977-1983 trend analysis, assessment measures (i.e., purpose of the WGP, informal review, ward grievance committee operation, review by arbitrators, emergency grievances, training effectiveness ratings, ward grievance management information system, and parole grievance procedure), and compliance ratings. Section 3 presents specific recommendations in the areas which were assessed. (BL)
