Telecommunications Information Network: A Model for On-Demand Transfer of Medical Information. Annual Report.

This report describes and evaluates the first year of a demonstration project to develop an on-demand telecommunications network linking four remote hospitals in southwestern Ohio to the University of Cincinnati Medical Center. The Telecommunications Information Network (TIN) is designed to allow health care professionals at those hospitals to access information resources by utilizing the slow-scan video and interactive audio system. The evaluation of the outcomes of this project was achieved through the development and use of data collection instruments designed to measure specific behavioral objectives, while the evaluation of the process involved in establishing and maintaining the network was achieved through interviews, conversations, and work diaries kept by the project staff. Quantitative data analysis centered on the number of requests received, types of users, use of requested information, TIN requests where slow-scan was not used, interlibrary loan statistics for site hospitals, and resources used for TIN requests. Qualitative analysis focused on the establishment of TIN, the development of a marketing strategy, and the establishment of a project review council. Fourteen references are cited. Appendices provide a TIN equipment list, a network model, a project schedule, TIN newsletters and pamphlets, and a statement of TIN policies. (FM)
