An Early Start: WPA Emergency Nursery Schools in Texas, 1934-1943
Burlbaw, Lynn Matthew
American Educational History Journal, v36 n2 p269-298 2009
This paper begins with an overview of the location and types of nursery schools reported to be operating in Texas between 1934 and 1943. The author reports on the results of the analysis of the photographs used in this study. The analysis is supported and contextualized by the use of references from federal documents and other publications available at the time. Documents of the Works Project Administration (WPA), including Bulletin 19, and Supplements 1, 2, and 3 to Bulletin 19 (Works Progress Administration, 1935a, 1935b, 1935c, and 1936), are used to provide rationale and explanation for the activities documented in the photographic record. The paper includes reprints of the 19 photographs from the Ranger school, tables showing dates and enrollments in nursery schools and a national map showing numbers of and enrollment in WPA Emergency Nursery Schools. (Contains 2 figures and 2 notes.)
