This article examines why Pan Zhichang, a well-known professor and Ph.D. candidate supervisor at Nanjing University, has repeatedly been accused of plagiarism. It may not be difficult to check whether he has committed plagiarism, but seeking the deeper social and systemic reasons for a person's repeated "negligence" is indeed a thought-provoking matter.
