Needs Assessment on Homeless Children and Youth.
Social Planning Council of Winnipeg (Manitoba).
This assessment of the needs of homeless runaway youth in Winnipeg (Manitoba, Canada) indicates the need for a cooperative intergovernmental, interdepartmental, and interagency initiative incorporating prevention, intervention and protection, and repatriation. Information was gathered from the Winnipeg Police Department, interviews with 127 runaways, and a survey of "key actors" who provide youth services. The following summary findings are reported: (1) runaways are a serious, growing problem; (2) more females run away than males; (3) most runaways are between 14 and 16 years old; (4) the average runaway starts running away when the youth is 12 years old; (5) the average runaway starts running away, there is a high likelihood that the behavior will be repeated; (6) the initial decision to run away has serious consequences on every aspect of the youth's future; (7) the runaways' home problems, including physical abuse and drug abuse, fall within the jurisdiction of one or more existing departments and agencies; and (8) running away leads to high risk behaviors on the streets. Statistical data are presented in 66 tables and 13 graphs. A 10-item bibliography, lists of the assessment committee members and the "key actors," and a copy of the survey questionnaire are appended.
