Community College Collective Bargaining in New Jersey. Study Report and Recommendations.

This study's purpose was to analyze the operation of the bargaining systems in the 16 public two-year New Jersey colleges, to compare these systems with those in other states, and to develop policy recommendations. Research covered the history and origins of bargaining, employers' negotiating structures, faculty salary and compensation analysis, negotiations scope, governance and collective bargaining, contract administration, impasse procedures and job actions, faculty satisfaction with work situations, and nonfaculty employees. Results indicated a wide variation among colleges in collective bargaining, differences not accounted for by varying program or labor market needs. Wide salary disparities between colleges were notable, and the absence of communications links between higher education system elements was a problem area. A survey of other states showed New Jersey findings to be generalizable. It was recommended that: local labor relations expertise development be encouraged at all institutions; presidents and board of trustees members not participate in table negotiations, but nonetheless be active in bargaining policy formation; academic affairs administrators and labor relations staffs maintain close relationships with personnel on labor relations matters; and administrative staff be familiar with contracts and their consequences for their jobs.
