Oklahoma's Pilot Early Childhood Program Birth through Three Years: Description, Evaluation, and Policy Implications

This article describes the initiation of a statewide public-private partnership to expand and enhance services for infants, toddlers, and their families. It presents information regarding the initiation and implementation of the project; the program requirements, including those for professional development; and the design of a three-phase program evaluation. Preliminary results from the first two phases of the evaluation are presented and plans for Phase III evaluation are outlined. Due to the project's status as a "Pilot Program" the overriding goal is to demonstrate high-quality services for infants and toddlers and to inform emerging local and state policies.
