The participatory planning process model developed by Peirce Junior College is described in this paper. First, the rationale for shifting from a traditional authoritarian style of institutional leadership to a participatory style which encourages a broader concern for the institution and lessens morale problems is offered. The development of a new participatory planning model at Peirce is then traced from the arrival of a new president to the subsequent formation of the ad hoc Presidential Planning Committee. The stages of the committee's work are presented next: (1) immersion in the demographic, employment, economic and budgetary constraints and challenges of the next decade; (2) analysis of the functions of the college and development of goals and objectives; (3) initiation of processes to stimulate participatory planning throughout the institution; (4) systematic review and evaluation of each college department; and (5) presentation of a report to the president and Board of Trustees concerning the review and recommendations. Finally, the president's initiation of the process for implementing the committee's recommendations is discussed. The bulk of the document consists of the following attachments: a strategy statement, a list of objectives and strategies, information on the Presidential Planning Committee's function review, a memorandum regarding recommendations for long-range planning, and the committee's end-of-the-year reports for 1983-84 and 1984-85.
