Comprehensive Physical Education Program Model

In 2004, the Wake County Public School System (North Carolina) received $1.3 million as one of 237 national winners of the $70 million federal Carol M. White Physical Education Program (PEP) Grant competition. The PEP Grant program is funded by the U.S. Department of Education and provides monies to school districts able to demonstrate the implementation of a comprehensive K-12 physical education program with an obesity prevention focus. Wake County's winning PEP Grant--O.P.R.A.H.: Obesity Prevention through Research-based Activity and Health--was largely developed using an evaluation instrument called the Comprehensive Physical Education Profile (C-PEP). C-PEP is designed to help measure and assess a school district's implementation of a comprehensive physical education program using a composite score of 20 essential indicators. The purpose of this article is to (a) define the components of a comprehensive physical education program; (b) provide a rationale for using the C-PEP program evaluation tool based on High-Performing, High-Poverty (HP[squared]) research; and (c) encourage school districts currently receiving Carol M. White PEP Grant funds (and for future funding) to incorporate this model into their yearly activities. As of the writing of this article, Congress has appropriated $74 million for the 2005-06 school year. (Contains 2 tables and 1 figure.)
