The policies and procedures of television station WSRE which operates through Pensacola Junior College are outlined in this manual. The specific philosophy of the three programming approaches--instructional television, news, and community affairs--are defined. Programming policies are also enumerated for: commercial messages, fund raising, promotion of local programming, religion, solicitation of support, telecourses, and underwriting. All personnel policies of the college apply to staff and faculty employees of WSRE-TV; additional station policies were developed for checkout when leaving the station, job descriptions, and use of students. A broadcasting guide for news and public affairs focuses on specific issues related to ethics, confidentiality, style, timeliness, and technical standards. Duties of a producer, director, and production engineer are delineated, as well as standards for remotes, set design, and construction. Guidelines for student internships are provided and a sample of the intern agreement is included. An appendix contains an outline of the Federal Communications Commission fairness doctrine and equal time provision. (MB)
