This applied dissertation project was designed to improve communication systems among child care providers previously and currently enrolled in a statewide Child Development Associate (CDA) training program as a pilot project to promote communication among the statewide child care community as a whole. Communications systems within the CDA training program conducted on two-way audio, two-way video interactive television (ITV) throughout the state prevented students from collaborating fully with students at other sites, created problems with submission of assignments, limited support network development, and left camera-shy students and their perspectives unknown to students at other sites. At the program's end, enrolled providers had no cost effective and timely way to maintain communication and continue to develop a professional support network. The dissertation project involved the development of an online Internet Tutorial and an accompanying discussion board with an early childhood theme. Links to existing early childhood chat groups, discussion boards, and disability resources were provided. A face-to-face introductory computer/Internet session was developed that provided help for interested but inexperienced participants. The session included modules on discussion boards, listservs, downloading files, search engines, and netiquette. Evaluation findings indicated that widespread use of the discussion board was not evident; however, use of the tutorial resulted in individual users experiencing significant impacts in terms of connection to the early childhood community and access to resources. Users that benefited included both those who had home or work access to the Internet and those requiring public access to participate.
