Intended for school district attorneys, administrators, and others responsible for regulation enforcement, the seven articles in this publication concern federal civil rights legislation affecting schools. The substance of the regulations and the procedures employed by regulatory agencies (particularly the Office for Civil Rights) are examined and concrete defenses and strategies useful to school districts are offered. The first chapter deals with the legal aspects of nonpublic placement of handicapped children under Public Law 94-142. The second chapter focuses on the enforcement of Title VI, Title IX, and Section 504 of the Rehabilitation Act of 1973 and offers suggestions useful to those under investigation. In the third chapter, Title VI is examined in relation to prohibition of discrimination in employment. The next chapter looks at procedural and jurisdictional issues in handicap discrimination suits under Public Law 94-142. An overview of the employment discrimination litigation precipitated by Title VII is offered in the fifth chapter. The sixth chapter offers suggestions helpful to a school district charged in a Title VI proceeding. The last chapter explains and analyzes Public Law 94-142, calling it an idealistic, but less than practical law. (JM)
