Behind the Numbers: Redefining Leadership to Improve Outcomes for All Students

"Moving Your Numbers", a technical assistance and dissemination initiative begun in 2010 by the National Center on Educational Outcomes, described the work of 10 school districts that were using assessment and accountability to increase performance for students with disabilities as part of their overall district reform and improvement efforts. These districts, located in nine states, ranged from small rural Appalachian districts to mid-size city and large urban districts. Despite having widely varying student demographics, each district was engaged in using six essential areas of practices believed to be associated with building the capacity of the district as a system to support higher levels of learning for all students and student groups. These essential areas of practice included: (1) using data well and in an ongoing way; (2) focusing goals and strategies; (3) selecting and implementing shared instructional practices; (4) implementing deeply; (5) monitoring implementation and providing feedback and support; and (6) inquiring and learning on a continuous basis (McNulty & Besser, 2011).
