This report seeks to expand the understanding of poverty and its causes and sets out actions to create to create a world free of poverty in all its dimensions. The report both builds on past thinking and strategy and substantially broadens and deepens what is judged to be necessary to meet the challenge of reducing poverty. It argues that major reductions in human deprivation are indeed possible, and that the forces of global integration and technological advance can and must be harnessed to serve the interests of poor people. The report is organized in five broad parts: "Part 1, Framework" ("Chapter 1, The Nature and Evolution of Poverty"; and "Chapter 2, Causes of Poverty and a Framework for Action"); "Part 2, Opportunity" ("Chapter 3, Growth, Inequality, and Poverty"; "Chapter 4, Making Markets Work Better for Poor People"; and "Chapter 5, Expanding Poor People's Assets and Tackling Inequalities"); "Part 3, Empowerment" ("Chapter 6, Making State Institutions More Responsive to Poor People"; and "Chapter 7, Removing Social Barriers and Building Social Institutions"); "Part 4, Security" ("Chapter 8, Helping Poor People Manage Risk"; and "Chapter 9, Managing Economic Crises and Natural Disasters"); and "Part 5, International Actions" ("Chapter 10, Harnessing Global Forces for Poor People"; and "Chapter 11, Reforming Development Cooperation To Attack Poverty").
