Another Link in the Chain: State Policies and Practices for Case Management and Environmental Investigation for Lead-Poisoned Children.

Policy and practice for screening children for lead poisoning have dominated the dialogue about the health care system's role in lead poisoning prevention, with little attention directed to how the health care system responds to a lead-poisoned child once identified. This report details a study of the case management and environmental investigation services now being provided in each state, the District of Columbia, and 15 of 17 selected local jurisdictions, thereby providing baseline information that will inform policy and program decisions at the state and national levels. The report provides information on lead poisoning, recommendations of the Centers for Disease Control and Prevention for screening and treatment, recommendations of the American Academy of Pediatrics, and information on Medicaid policy. Findings are reported and recommendations made in four areas: (1) initiating services, including state blood lead reporting systems and blood lead levels at which services are provided; (2) setting standards for services; (3) financing services, including Medicaid reimbursement issues; and (4) tracking and evaluating services.
