Summer Training and Education Program (STEP): The Experience of Hispanic Participants in the Summer of 1985.

The performance of Hispanic participants in the Summer Training and Education Program (STEP) was examined in detail because findings about short-term outcomes for the first year of STEP operation were more promising for Hispanics than for members of other ethnic groups. In addition, Hispanic performance was examined because of the relatively poor educational status of Hispanics compared to Blacks and Whites. STEP is a national demonstration project that aims to improve high school graduation rates by preventing academic failure and teen parenting. Program components are math and reading remediation, curriculum designed to prevent teen pregnancy, work experience, and school-year support. Approximately 16% of the randomized sample of STEP youth (124 treatment and 129 control) in 1985 were Hispanic. Hispanics and non-Hispanics were similar with respect to demographic, economic, and fertility-related characteristics; but Hispanic youth were educationally disadvantaged as shown by characteristics such as absenteeism, lack of interest in reading and math, and lower educational expectations. The net impact of participation for Hispanics was equivalent to half a grade level in math and slightly more than a grade level in reading. Hispanic treatment youth significantly increased their expectations for post-secondary education and changed their attitudes about responsibility for contraception. (JHZ)
