This conference focused on the present position of British education within local government and whether schools can function effectively under local control. Issues discussed included the question of whether the schools were providing industry with employees having appropriate academic ability and social skills, the question of whether educational standards were falling, and doubts about whether locally run schools could provide the service that a nation with serious economic problems needed. The issues of autonomy and accountability were also touched on. The volume begins with an introduction by Kenneth Lambert. It also includes "Higher and Further Education and Local Government" by Reverend Dr. Canon George Tolley, and responses to it by Professor Meredydd Hughes and Harry Gray. "The Schools' Position in Relation to the 'Great Debate' on Education" by Robert Spooner is followed by responses by John Sayer and Patrick Bailey. Geoffrey Winter spoke on "Administration," and responses to this talk were offered by Derek Williams and Kenneth Lambert. "The Way Ahead" by John Stewart was followed by responses by Michael Harrison and Leslie Bowles. "Conference Review 1" was offered by Roger Brown and "Conference Review 2" was supplied by D. A.
