Sometimes one never knows what sparks an idea or causes people to come together and take something forward. An example of this is Operation COP at the University of Maryland in College Park. Their version of the "See Something, Say Something" campaign is being touted as a crime prevention program, while it is at the same time an anti-terrorism program. Using the First Observer program as the platform to train university employees, this program has taken off and is spreading across the university community and the City of College Park. In 2002, Sgt. John Cassady of the University of Maryland Police Department proposed a program modeled on a similar program in Baltimore called "Taxis on Patrol." In Baltimore, the program made use of taxi drivers acting as the "eyes and ears" of the city police to notify them if crime was observed. Cassady proposed the name "Campus on Patrol," and thought it could be applied to employees on the campus. They drive and walk everywhere, they know their work spaces, and they can act as eyes and ears in a collaborative effort to assist the police. At the time, no initiative was taken on his proposal. With the appointment of a new chief and the advent of the "If You See Something, Say Something" campaign by the Department of Homeland Security, Cassady again proposed this program to Chief David B. Mitchell. Major Christopher Jagoe thought the idea had merit and embellished the program and proposed logo, making it more specific to the campus community. The goals of this program are three-fold: (1) Infrastructure Security (securing campus facilities and the campus as a whole); (2) Community Policing (working with and within the community); and (3) Crime Prevention (target hardening and detection).
