When Kansas changed the admission requirements for resident high school students to attend one of the six public institutions in the state, Pittsburg State University (PSU) and Fort Scott Community College (FSCC) saw an opportunity. Although cooperative programs between four-year and two-year institutions in Kansas had been rare because of territorial disputes, these two institutions saw the need to create a bridge program for those students who did not meet the new admission criteria. Rather than tell such students that they would have to drive over sixty miles round trip to the nearest community college, PSU invited FSCC to offer courses on its campus, increasing opportunities for local students and enrollment for both schools. The result was an entrepreneurial program that offers underprepared students the chance to take advantage of the educational opportunities offered by a quality two-year college and the cultural, recreational, and intellectual amenities offered by a four-year regional university. Such a program has produced far more than additional credit-hour production. It also has created a partnership that has had an economic impact on both communities.
