This document presents the transcript of a hearing before the House Subcommittee on Education Reform concerning learning disabilities and early intervention strategies, specifically possible reforms of the special education referral and identification process as part of the reauthorization process of the Individuals with Disabilities Education Act. Highlights of the testimony include: problems with existing identification and referral procedures; ways to prevent mild learning disabilities from becoming lifelong disabilities; evidence-based effective early intervention programs; prereferral interventions and supports; reduction of misidentification, intervention for both academic and behavioral problems; and technical assistance to the states.
