Evaluation of the New York City Dropout Prevention Initiative. Final Report on the Middle Schools for Year Three, 1987-88.

This document, the first part of a two-part evaluation of the third-year implementation of New York City's 3-year Dropout Prevention Initiative (DPI), is the final evaluation report of implementation of the DPI middle school component, called the Dropout Prevention Program (DPP), conducted in 29 schools. Case-management services and some curricular support were provided to targeted high-risk students to improve their attendance and to increase the number of courses passed. Services were delivered entirely by Board of Education staff in 18 of the schools (the School-Alone Model); Board of Education staff and community-based organization (CBO) staff delivered services in 11 of the schools (the CBO Model). Information was gathered from staff and student surveys and interviews, classroom observation, and student and staff records. Overall, the high number of unintended and unwanted program outcomes found in most schools and the low number of positive outcomes found in a few schools indicate the need for a major reconfiguration of the dropout prevention effort. Recommendations for improvement focus on reassessing the cost-effectiveness of using CBOs, improving communications with students and their families, addressing curricular reform, and strengthening individual program components.
